#News | Dibrugarh is set to witness a major step in its journey towards becoming Assam’s second capital, with Chief Minister Dr. Himanta Biswa Sarma announcing key decisions taken by the Assam Cabinet on June 5, 2026.

According to the Chief Minister, the Cabinet has approved the formation of the Dibrugarh Second Capital Region Development Authority (DSCRDA), which will oversee the planned development and expansion of the city and its surrounding areas. The authority will be headed by the MLA of the constituency concerned, who will hold a status equivalent to that of a Cabinet Minister.

The proposed authority will include senior government officials as members, including the District Commissioner, the Commissioner of the Municipal Corporation , and other key administrative representatives to ensure coordinated planning and execution of development projects.

As part of the plan, the Cabinet has also approved a Second Capital Region with a radius of up to 20 kilometres around Dibrugarh. However, the Chief Minister clarified that in areas where the 20-kilometre limit extends beyond district boundaries, such as towards the Bogibeel region, the boundary will be adjusted accordingly and restricted within the permissible administrative limits.

The announcement comes after the Assam Government’s earlier declaration to develop Dibrugarh as the state’s second capital. The government has already initiated several projects, including the construction of a permanent Assam Assembly complex and expansion of administrative infrastructure in the city.

The formation of the Dibrugarh Second Capital Region Development Authority is expected to accelerate urban planning, infrastructure development, and administrative growth, strengthening Dibrugarh’s position as a major political and economic centre of Assam in the coming years.
