<nis:link nis:type=tag nis:id=news nis:value=News nis:enabled=true nis:link/> | India has entered a fresh break phase in the southwest monsoon as the strengthening influence of El Nino suppresses rain-bearing weather systems, leading to below-normal rainfall across large parts of the country over the next three to four days. Meteorologists said central, western and northwestern India are expected to witness subdued rainfall, while isolated heavy showers may continue over parts of the Northeast and the Himalayan foothills.

Weather experts attributed the dry spell to the absence of three key atmospheric drivers-the Madden-Julian Oscillation (MJO), the Boreal Summer Intraseasonal Oscillation (BSISO) and Low Pressure Systems (LPS) over the Bay of Bengal. These systems normally help generate clouds, organise thunderstorms and transport moisture inland, sustaining widespread monsoon rainfall across India.

The current conditions are being further intensified by El Nino, a periodic warming of the central and eastern equatorial Pacific Ocean that disrupts global weather patterns and often weakens the Indian monsoon. Its influence reduces moisture transport and suppresses cloud formation over the subcontinent, resulting in prolonged dry conditions across several regions.

Forecasters, however, remain cautiously optimistic about a revival in the second half of July. Forecast models suggest that the MJO, Rossby waves and new low-pressure systems are likely to become active over the Bay of Bengal during the last seven to ten days of the month, which could restore momentum to the monsoon and bring improved rainfall across eastern, central and northern India.
<nis:link nis:type=tag nis:id=news nis:value=News nis:enabled=true nis:link/> | Assam Chief Minister Dr. Himanta Biswa Sarma on Monday informed the Assam Legislative Assembly that 91,385 Doubtful Voters (D-voters) continue to remain on the state's electoral rolls.

Replying to a question by Congress MLA Nurul Islam, the Chief Minister said Sonitpur has the highest number of D-voters at 13,719, followed by Barpeta (8,081), while Udalguri and Nagaon each have more than 7,800 D-voters. He said the D-voter system has been in place since 1997, following Election Commission directives, for individuals whose citizenship credentials are doubtful or disputed.

Responding as Minister in charge of the Home and Political Department, Dr. Sarma said 56,728 persons have been declared foreigners by Foreigners' Tribunals in D-voter cases decided so far, while 831 more were declared foreigners by courts after approaching the Gauhati High Court.

He added that the tribunals have recognised 65,171 D-voters as Indian citizens, while the Gauhati High Court and the Supreme Court have declared 42 and three individuals, respectively, as Indian citizens.

Replying to another question by Congress MLA Wazed Ali Choudhury, the Chief Minister said Assam had 1,99,596 D-voters when the category was introduced in 1997. He informed the House that 2,44,144 D-voter cases have been referred to Foreigners' Tribunals, of which 2,05,659 have been disposed of, resulting in 56,728 persons being declared foreigners.

Additionally, the Assam Border Police referred 1,90,657 suspected foreigner cases to the tribunals. Of the 1,55,490 cases disposed of, 1,15,945 persons were declared foreigners, and 31,789 have been expelled, the Chief Minister said.

The state has also reclaimed 16,937 hectares of encroached forest land, reflecting intensified efforts to protect its forests and biodiversity.

Building on these achievements, the Assam Government has allocated ₹970 crore to the Forest Department in the 2026–27 Budget to further strengthen forest conservation and climate resilience. The funding will support biodiversity protection, restoration of degraded forest ecosystems, anti-encroachment initiatives, wildlife conservation and sustainable environmental management.

The government said the investment is aimed at enhancing the state's ecological security while ensuring the long-term preservation of Assam's rich natural heritage for future generations. Informs Assam Chief Minister Dr. Himanta Biswa Sarma on social media that the state continues to prioritise environmental sustainability alongside economic development.

A Bench of the apex court observed that questions relating to citizenship and foreigner status must be determined through a fair, lawful and reasonable process, underscoring the importance of due process in such cases.

The appeals before the Supreme Court challenged separate Gauhati High Court decisions that had affirmed the Foreigners Tribunals’ findings against the petitioners. After hearing the matter, the Court found deficiencies in the manner in which the cases had been dealt with and decided to interfere with the High Court orders.

The Supreme Court did not grant an outright declaration of Indian citizenship to the appellants. Instead, it directed that their cases be reconsidered in accordance with law, ensuring that they receive a proper opportunity to present their claims and supporting evidence before the competent authority.

The ruling is being viewed as an important reaffirmation of procedural safeguards in Assam’s long-running citizenship verification process. Thousands of cases concerning suspected foreigners have been adjudicated by Foreigners Tribunals in the state, with many subsequently challenged before the Gauhati High Court and the Supreme Court.

Legal experts said the judgment highlights that while authorities have the power to examine citizenship claims, such determinations must adhere strictly to principles of natural justice and due process.

The detailed directions issued by the Supreme Court are expected to guide further proceedings in the 27 cases and may influence the handling of similar disputes pending before courts and tribunals in Assam.

<nis:link nis:type=tag nis:id=news nis:value=News nis:enabled=true nis:link/> | During the Assam Budget Session 2026 on Monday July 13, MLA Akhil Gogoi questioned the implementation of the Assam Micro Finance Incentive and Relief Scheme (AMFIRS), 2023, alleging that the government's promise to provide relief to all women with microfinance loans remains unfulfilled. He raised concerns over the extent of loan waiver benefits and urged the government to take further action.

Gogoi said the government had promised before the 2021 Assam Assembly elections to free all women from microfinance debt. However, he claimed that while the state has provided around ₹ 2,000 crore under AMFIRS, the total outstanding microfinance debt was estimated at ₹ 12,500 crore. According to him, only about 10 lakh of the 27 lakh women borrowers have received loan relief, while nearly 17 lakh women are yet to benefit.

He also called for the effective implementation of the Assam Microfinance Institutions (Regulation of Money Lending) Act, 2020, stating that recovery agents should not harass borrowers. Gogoi urged the government to ensure that all eligible women receive the promised loan relief and are protected from harassment by microfinance institutions.

The remarks highlighted concerns over the implementation of the state's microfinance relief programme, with Gogoi calling for greater transparency, effective enforcement of existing laws and wider coverage of loan relief for eligible women borrowers.

<nis:link nis:type=tag nis:id=news nis:value=News nis:enabled=true nis:link/> | Researchers from Assam Don Bosco University and Debraj Roy College (Autonomous), Golaghat, have discovered a new species of firefly in Meghalaya's Mawsynram and named it Pygoluciola mawsynram after the world's wettest place where it was first identified. The discovery, published in the Asian Journal of Conservation Biology, increases the number of recognised species in the Pygoluciola genus worldwide from 28 to 29 and raises the number of recorded species in India to five.

The new species was identified by researchers Emma Magdalene Nonglang, Dhiraj Kumar Das, Samrat Sengupta and Jane Wanry Shangpliang during field surveys conducted in May 2024 across Mawsynram in East Khasi Hills district. Over a 10-day survey, the team explored grasslands, scrublands and semi-evergreen forests, finding the firefly at only 10 of the 29 surveyed locations, indicating that it may have a limited distribution.

According to the researchers, the species was named after Mawsynram to recognise the area's exceptional biodiversity and honour the Khasi community, whose traditional conservation practices have helped preserve sacred groves, forests and other natural habitats. Detailed morphological studies and DNA-based phylogenetic analysis confirmed that Pygoluciola mawsynram is a distinct species representing a separate evolutionary lineage within the Pygoluciola genus.

The researchers observed adult fireflies flying near streams, waterfalls and densely vegetated semi-evergreen forests, suggesting that Mawsynram's humid environment and rich leaf litter are vital to the species' survival. They said the discovery highlights how much of India's firefly diversity remains unexplored and stressed that more extensive surveys across Northeast India could reveal many more undocumented insect species.
