## **DLSA Chamba Successfully Organises One-Day Training Programme for Community Mediators**

The District Legal Services Authority, Chamba successfully organised a **One-Day Training Programme for Community Mediators** on **07.08.2026** under the **Community Mediation Programme** of the National Legal Services Authority. The programme was organised with the objective of equipping the newly selected Community Mediators with the knowledge and practical skills necessary for facilitating amicable resolution of disputes at the grassroots level through dialogue, consensus and mediation.

The programme was inaugurated by **Sh. Ekansh Kapil, Secretary, District Legal Services Authority, Chamba**, who welcomed the participants and highlighted the significance of Community Mediation as an effective, accessible and people-centric mechanism for resolving disputes at the village level. He emphasised that trained Community Mediators would play an important role in fostering harmony within communities by promoting dialogue, mutual understanding and voluntary settlement of disputes, thereby reducing avoidable litigation.

The technical sessions were conducted by **Adv. Madan Rawat, Adv. Smt. Kiran Singh and Adv. Himakshi Gautam**, who served as the **Resource Persons** for the training programme. During the sessions, the participants were imparted practical training on the objectives and framework of Community Mediation, the role and responsibilities of Community Mediators, ethical standards, communication and negotiation skills, mediation techniques, dispute resolution methods, confidentiality, neutrality, legal awareness, preparation of settlement reports and other practical aspects of mediation. The training was conducted in accordance with the Standard Operating Procedure issued by the National Legal Services Authority, which envisages practical and community-oriented training in mediation skills, dispute resolution techniques, legal awareness, communication skills and ethical conduct before certification of Community Mediators.

The **Valedictory Session** was graced by **Ms. Anuja Sood, Learned Chairman, District Legal Services Authority, Chamba-cum-District & Sessions Judge, Chamba**, who distributed the **Certificates of Participation** to all the Community Mediators.

Addressing the participants, **Ms. Anuja Sood** congratulated all the stakeholders, the Resource Persons and the newly trained Community Mediators on the successful completion of the one-day training programme. She observed that Community Mediation has immense potential to strengthen peace and harmony at the village level by encouraging dialogue and consensual resolution of disputes. She urged the Community Mediators to discharge their responsibilities with impartiality, integrity, patience and sensitivity and wished them every success in their endeavour to serve society by strengthening access to justice through community-based dispute resolution.

कार्यक्रम का शुभारम्भ **जिला विधिक सेवा प्राधिकरण, चम्बा के सचिव श्री एकांश कपिल** द्वारा किया गया। उन्होंने अपने उद्घाटन संबोधन में सामुदायिक मध्यस्थता की आवश्यकता एवं महत्व पर प्रकाश डालते हुए कहा कि प्रशिक्षित सामुदायिक मध्यस्थ ग्राम स्तर पर आपसी संवाद, विश्वास एवं सहयोग की भावना को बढ़ावा देकर विवादों का सौहार्दपूर्ण समाधान करने तथा अनावश्यक मुकदमेबाजी को कम करने में महत्वपूर्ण भूमिका निभाएँगे।

प्रशिक्षण कार्यक्रम में **अधिवक्ता श्री मदन रावत, अधिवक्ता श्रीमती किरण सिंह तथा अधिवक्ता श्रीमती हिमाक्षी गौतम** ने **संसाधन व्यक्तियों (Resource Persons)** के रूप में प्रशिक्षण प्रदान किया। प्रशिक्षण के दौरान प्रतिभागियों को सामुदायिक मध्यस्थता की अवधारणा एवं उद्देश्य, सामुदायिक मध्यस्थों की भूमिका एवं उत्तरदायित्व, आचार संहिता, प्रभावी संवाद एवं वार्ता कौशल, मध्यस्थता की तकनीक, विवाद समाधान की प्रक्रिया, विधिक जागरूकता, स्थानीय कानूनों की जानकारी, गोपनीयता, निष्पक्षता, समझौता प्रतिवेदन तैयार करने की प्रक्रिया तथा सामुदायिक मध्यस्थता के अन्य व्यावहारिक पहलुओं पर विस्तृत जानकारी प्रदान की गई। प्रशिक्षण राष्ट्रीय विधिक सेवा प्राधिकरण द्वारा जारी **स्टैंडर्ड ऑपरेटिंग प्रोसीजर (SOP)** के अनुरूप आयोजित किया गया, जिसमें मध्यस्थता कौशल, विवाद समाधान तकनीकों, विधिक जागरूकता, संचार कौशल तथा नैतिक आचरण पर विशेष बल दिया गया है।
