IndiaтАЩs Draft Animal Experiment Rules 2026 Spark Concern | Just тВ╣200 Fine for Animal Welfare Violations?
Could IndiaтАЩs proposed laboratory animal rules change how animal experiments are approved and monitored?
The Draft Prevention of Cruelty to Animals Rules, 2026, published on October 6, have raised concerns among animal-welfare advocates over independent oversight, animal sourcing and safeguards against suffering.
Under proposed Rule 11, certain experiments classified as mild or moderate could be approved by Institutional Animal Ethics Committees without prior referral to the national committee. The draft also proposes exceptions to animal-sourcing requirements and expands the definition of an establishment to include some open or mobile facilities.
Another issue is Section 20 of the Prevention of Cruelty to Animals Act, 1960, which provides for a fine of up to тВ╣200 for specified violations involving committee orders or conditions related to animal experiments.
These are proposed rules, and concerns about their potential impact should be considered alongside the legal text and the government's review process.
According to the draft notice described in this report, the deadline for submitting objections is November 5, 2026. Citizens can email their objections to cpcsea-mef@gov.in with the subject line: тАЬObjection to the Draft Laboratory Animals Rules, 2026.тАЭ
