A review meeting chaired by Dr. Alka Mittal, Member, Capacity Building Commission (CBC), to assess the implementation status of the <nis:link nis:type=tag nis:id=karmayogikartavyakaryakram nis:value=karmayogikartavyakaryakram nis:enabled=true nis:link/> in the Southern Region States was held today through online mode. The meeting was attended by Shri Jagdeep Gupta, Secretary, CBC, along with Directors Shri Sumeet Singh, Ms. Ankita Singh and Ms. D S. Nagalakshmi. Representatives from the State General Administration Departments (GADs), Administrative Training Institutes (ATIs) and other training institutions across the Southern Region participated in the deliberations. The first batch of the 2-day State Master Trainer (SMT) Programme under the Karmayogi Kartavya Karyakram, a flagship initiative of Mission Karmayogi, concluded at the Tamil Nadu Police Academy (TNPA), Chennai, Tamil Nadu. The programme was inaugurated by 𝗦𝗺𝘁. 𝗖𝗵𝗶𝘁𝗵𝗿𝗮 𝗔𝗿𝘂𝗺𝘂𝗴𝗮𝗺, 𝗜𝗔𝗦, 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗼𝗳 𝘁𝗵𝗲 𝗔𝗰𝗮𝗱𝗲𝗺𝘆. In her address, she highlighted the need for behavioural transformation and said it is very important for public servants and front-line workers. They deal with citizens directly, and their attitude and conduct shape how people experience governance. 𝗦𝗵𝗿𝗶 𝗦𝘂𝗺𝗲𝗲𝘁 𝗦𝗶𝗻𝗴𝗵, 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿, 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻, graced the occasion online and gave the orientation. He spoke about the programme’s vision: to foster a culture of 𝗦𝗲𝘃𝗮 𝗕𝗵𝗮𝘃 (the spirit of service) among public servants. The programme aims to reconnect officers with the deeper purpose of public service and to strengthen citizen-centric governance and responsiveness across all tiers. Today, the Global Digital Capacity Building Alliance (GDCBA), at the Capacity Building Commission (CBC), engaged with 37 civil servants from 20 countries participating in the National Centre for Good Governance’s (NCGG) Capacity Building Programme for Civil Servants of Multi-Countries. Representing countries from Bangladesh and Botswana to Panama, Fiji and Zimbabwe, the cohort included officers from ministries of public administration and general administration, local government service commissions, HR management units, Presidents’ offices and cabinet policy coordination. Dr Vashima Shubha, Principal Adviser and Head of <nis:link nis:type=tag nis:id=gdcba, nis:value=GDCBA, nis:enabled=true nis:link/> led a session on <nis:link nis:type=tag nis:id=missionkarmayogi, nis:value=MissionKarmayogi, nis:enabled=true nis:link/> India’s approach to transforming civil service capacity building through competency-based frameworks, digital learning and a citizen-centric focus. The discussion explored how these principles could be adapted to different governance contexts, with participants exchanging perspectives on role-based competency frameworks, digital public infrastructure for learning, and institutional capacity planning. These conversations reflect the vision behind GDCBA: enabling countries to learn from one another, adapt relevant practices to their own contexts, and strengthen public institutions for the future.
