Two key messages stood out: ● Training institutions remain the bedrock of public-sector capacity building. Since governments deal with rapid advances in AI, rising citizen expectations and a multigenerational workforce with different learning needs, institutions that support this workforce must therefore become more agile, outward-looking and closely connected to the transformation they seek to enable. ● The <nis:link nis:type=tag nis:id=capacitybydesign nis:value=capacitybydesign nis:enabled=true nis:link/> (CbD) framework would address the challenge of moving training institutes beyond their role as mere, fragmented course providers, towards becoming central nerve systems and orchestrators of the capacity-building ecosystem. APHRDI strengthens capacity of 98 officials under <nis:link nis:type=tag nis:id=karmayogikartavyakaryakram nis:value=karmayogikartavyakaryakram nis:enabled=true nis:link/> Andhra Pradesh Human Resources Development Institute (APHRDI) successfully conducted the Karmayogi Kartavya Karyakram from 9th to 11th September at the <nis:link nis:type=tag nis:id=aphrdi nis:value=APHRDI nis:enabled=true nis:link/> Campus, training 98 officials across three batches. The participants included Assistant Section Officers of the A.P. The 1st Batch of the two-day State Master Trainer (SMT) Programme under the <nis:link nis:type=tag nis:id=karmayogikartavyakaryakram nis:value=karmayogikartavyakaryakram nis:enabled=true nis:link/> was conducted at Assam Administrative Staff College (AASC), Guwahati, Assam, from 2nd to 3rd Sept 2026, with participation of 38 officials from various departments of the Government of Assam. Rooted in <nis:link nis:type=tag nis:id=sevabhav nis:value=SevaBhav nis:enabled=true nis:link/> and inspired by the principle of <nis:link nis:type=tag nis:id=nagrikdevobhava, nis:value=NagrikDevoBhava, nis:enabled=true nis:link/> the Karmayogi Kartavya Karyakram is a flagship behavioural capacity-building initiative under <nis:link nis:type=tag nis:id=missionkarmayogi. nis:value=MissionKarmayogi. nis:enabled=true nis:link/> The initiative seeks to bring about behavioural transformation across public service by fostering a deep sense of service, purpose, accountability, and citizen-centric governance. The programme was facilitated by National Lead Trainers (NLTs) from Assam, deputed by the Capacity Building Commission (CBC), and brought together Government officials from various departments of the Government of Assam. The training aims to create a cadre of State Master Trainers (SMTs) who will lead the cascade rollout of Karmayogi Kartavya Karyakram across the State of Assam. As Assam continues to build a strong pool of State Master Trainers, each batch contributes towards creating a responsive, accountable, and purpose-driven public workforce aligned with the vision of Viksit Bharat 2047. 𝐊𝐚𝐫𝐦𝐚𝐲𝐨𝐠𝐢 𝐌𝐞𝐧𝐭𝐨𝐫𝐬𝐡𝐢𝐩 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐞 – 𝐏𝐢𝐥𝐨𝐭 | 𝐌𝐞𝐧𝐭𝐞𝐞 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 The Capacity Building Commission (CBC), in collaboration with the Institute of Secretariat Training & Management (ISTM), conducted the Mentee Orientation under the Karmayogi Mentorship Programme – Pilot. Officers who have enrolled as mentees under the Programme participated in the orientation, marking the beginning of their mentorship journey. Shri Sumeet Singh, Director, CBC, welcomed the participants and set the context for the orientation programme. Addressing the participants, Shri Jagdeep Gupta, Secretary, CBC, highlighted that the mentor–mentee relationship has been part of our tradition for a long time and has also existed within public services, where experienced officers have guided and supported younger colleagues. He noted that through the Karmayogi Mentorship Programme, CBC is seeking to provide a structured and enabling framework to strengthen such relationships and facilitate sustained professional guidance for public servants. Delivering the keynote address, Smt. Radha Chauhan, Chairperson, CBC, highlighted the importance of mentorship in helping officers navigate the complexities of public service through the experience, perspective and guidance of senior colleagues. She also discussed the background of the initiative and the approach adopted in designing the Programme. As this is being implemented as a pilot, she emphasised that the participating officers are not only mentees, but also important contributors whose experiences and feedback will help shape the future of the Programme. The orientation sessions were facilitated by Shri Rajiv Manjhi, Director, ISTM, and Shri Deepak Kumar Bisht, Joint Director, ISTM. The sessions focused on mentoring fundamentals, roles and expectations, different forms of mentoring including reverse mentoring, professional boundaries, Individual Development Plans (IDPs), SMART goals and reflective practice. The completion of the orientation marks the initiation of the mentorship journey for the participating officers. A productive exchange today between the Telangana State Finance Commission and the Capacity Building Commission. TGSFC Chairperson Shri Rajaiah Siricilla, along with Members Shri K. Ranga Raj and Shri Md. Asif Ali, visited CBC to discuss capacity-building priorities for Telangana's Rural and Urban Local Bodies — a key input for TGSFC's upcoming State Finance Commission Report.
