Eligibility Criteria
For the purposes of this policy, an entity must be registered as a Private Limited Company, Limited Liability Partnership (LLP), or Registered Partnership Firm. Under the Uttarakhand Startup Policy 2023, an entity will be considered a “Startup” if it fulfills the following criteria: Legal entities with their registered office in Uttarakhand: 1. The period of formation and operation of the entity should not exceed ten years from the date of its incorporation. 1. The turnover of the entity should not have exceeded ₹100 crore in any financial year since incorporation or registration. 1. The entity should not be formed by splitting up or reconstructing an existing business, nor should it be a part of a family business or business group. 1. The entity should be engaged in innovation, development, or improvement of products, processes, or services, or should have a scalable business model with high potential for employment or wealth generation; or should meet the startup criteria as defined by the Government of India from time to time. Legal entities having their registered office in other states of India (in addition to the criteria defined under this policy): 1. The entity must have an office in the State of Uttarakhand, and its business operations should be conducted substantially through this office. During the entire period of recognition, the entity must employ at least 70% of its total full-time workforce from among the domiciles of Uttarakhand.

Yes, startups can avail incentives under the MSME policy, including special capital subsidy, interest subsidy, stamp duty exemption, and SGST reimbursement assistance.
Is incubation support provided under the policy?
Yes, one-time free assistance is provided for pre-incubation and incubation support.
What is the capital subsidy for incubation centres?
Up to ₹1 crore is available for setting up new incubation centres and up to ₹50 lakh for expanding existing centres.
Is there any provision for a venture fund?
Yes, the policy provides ₹200 crore for setting up a venture fund to support startups.
Can startups registered outside Uttarakhand apply?
Yes, provided they have an office in Uttarakhand and conduct substantial business operations through that office.
