Brief Description
The scheme aims to promote tourism-based self-employment and entrepreneurship among unemployed residents of Uttarakhand by providing financial assistance and subsidies for the development of tourism-related infrastructure and services. This scheme is applicable in entire Uttarakhand.

Eligibility Criteria
1. To avail the benefits of this scheme, the applicant must be a native or permanent resident of Uttarakhand. 1. If land is required for implementing the scheme, the applicant must either be the owner of the land or, if the land is in the name of a close relative, the mortgage of the land will be acceptable as priority security. If the landowner becomes a partner with the applicant as a co-borrower or guarantor, the grant amount will be payable only to the applicant. 1. The applicant can also avail the benefits of the scheme on leased land, provided the lease period exceeds the loan repayment period and the applicant is not a defaulter of any bank or financial institution. 1. Definition of Unemployed - an unemployed person is one who is not currently engaged in any business, enterprise, or profession.

Application Process
- To avail the benefits of the scheme, applications must be submitted online through the MSY Portal: <nis:link nis:type=webUrl nis:id=slugId nis:text="https://msy.uk.gov.in/" nis:value=https://msy.uk.gov.in/frontend/web/index.php nis:enabled=true/>. During the application process, the applicant is required to upload the following documents: Aadhaar card, Aadhaar-linked mobile number, permanent residence certificate, photograph, identity proof, affidavit, proof of the proposed work, proof of proposed investment, educational qualifications, bank account details, caste certificate, disability certificate (if applicable), ration card, valid driving license (for vehicle purchases), training-related documents (for non-vehicle projects), and any other relevant documents. - After submission, the application is forwarded to the District Tourism Development Officer of the concerned district. The District Tourism Officer schedules a meeting of the committee, chaired by the District Magistrate, and calls the applicants for an interview on the scheduled date. Following the interview, the approved proposals are sent online to the bank branch selected by the applicant for obtaining a loan. The bank initiates the loan approval process. Once approved, the bank informs the District Tourism Officer and disburses the loan amount to the applicant’s account. - Upon completion of the vehicle purchase or non-vehicle project, the applicant must notify the District Tourism Development Officer. Subsequently, departmental officials conduct an inspection. After verification and confirmation of completion, the department releases the approved grant to the applicant’s bank branch in accordance with the regulations. - Applications can be submitted at any time. Loans under the scheme are sanctioned by banks at prescribed interest rates and in accordance with bank regulations.

What types of projects are supported under the scheme?
The scheme supports vehicle-based projects (ordinary bus, taxi, max, electric bus) and non-vehicle projects (hotels, guest houses, fast food centres, yoga/meditation centres, adventure activities, tourist information centres, tented accommodations, souvenir sales centres, bakeries, laundries, terrain bikes, kayaking/boats, museums, trekking equipment rentals, and other innovative tourism projects).
Can I propose an innovative tourism project not listed under the scheme?
Yes. Applicants can submit any innovative project based on local attractions and characteristics.
What financial assistance is available for non-vehicle projects?
- Hilly areas: 33% of the project cost, maximum ₹33.00 lakh. - Plain areas: 25% of the project cost, maximum ₹25.00 lakh.
What financial assistance is available for vehicle projects?
- Standard vehicles: 25% of the cost, up to ₹10.00 lakh. - Specific buses/electric buses (pushback 26–28, 30–42 seater, AC/electric buses): 50% of the cost, up to ₹20.00 lakh. - Maximum 50 buses/electric buses can be supported in a financial year.
Is there any contribution required from the applicant?
Yes. Applicants must contribute 12.5% of the total project cost as Margin Money.
Can a defaulter of a bank or financial institution apply?
No. Applicants must not be defaulters of any bank or financial institution.

How is the application approved?
The committee evaluates the applicant’s proposal and approves suitable applications.
How is the loan processed?

When is the grant disbursed?
After project completion, the applicant informs the DTDO. Department officials conduct an inspection, and upon confirmation, the approved grant is released to the applicant’s bank account.
