The scheme aims to form groups of interested women and men from Gram Panchayats across the state, who are 18 years of age or above, enabling them to avail the benefits of various schemes of the Youth Welfare and PRD Department and to collectively undertake business or livelihood activities.

- Formation of Mahila Mangal and Yuvak Mangal Dals – The Youth Welfare & PRD Department forms one Mahila Mangal Dal and one Yuvak Mangal Dal in each Gram Panchayat. - Any individual wishing to become a member of the Mahila Mangal Dal or Yuvak Mangal Dal must have a related proposal passed by the Gram Sabha and submitted to the concerned Regional Youth Welfare and PRD Officer.
